Sorry, but if you're implementing a screening process, then it means that some of the entrants won't make the cut. If you're not willing to delay anything, then you're not controlling anything either, you're just going through the motions to ensure that the public sees that you are Doing Something (TM).

Just use pay roll records from a year ago and compare those with current pay roll records. Check the missing ones, most of those are still more or less up to date on the job so useful. Besides that, the reason for them missing from the current pay roll should still be retrievable from HR records.

Fine, for those recently employed ... but what about those last working five, or ten, or even more years ago? How much help do they need to get up to speed? Can they be brought up to speed? Should they? In some fraction of cases you will need more info than just payroll or HR records to make decisions.

We totally don't want doctors from 5+ years ago to do anything clinical without an extended induction. They could help by turning patients which is a team effort, arranging blood tests, or taking rubbish bins out though.
"Payroll" do not run clinical services.

Or for Drs and Nurses just ask their governing bodies to provide lists of those recently deregistered voluntarily who were not facing disciplinary or potential disciplinary action (as you have to be registered with the relevant governing body to be a working medical dr or nurse in the UK)

The biggest misperception in the UK is that there is one orginisation called the NHS. There really isin't, it's better throught of as being a franchise and billing structure. This can be noted by looking at the signs; all of them will have NHS in huge print, with the name of the local trust (ie, franchise) in small text at the bottom.
There are:-
207 clinical commissioning groups
135 acute non-specialist trusts (including 84 foundation trusts)
17 acute specialist trusts (including 16 foundation trusts)
54 mental health trusts (including 42 foundation trusts)
35 community providers (11 NHS trusts, 6 foundation trusts, 17 social enterprises and 1 limited company)
10 ambulance trusts (including 5 foundation trusts)11
7,454 GP practices
853 for-profit and not-for-profit independent sector organisations
Which as all of these are individual employers means that there were (as of July 2017) a total of eight thousand, seven hundred and sixty five pay roll lists that you propose to check people against. Which obviously isin't feasible.
I'd imagine that the process is something along the lines of
Question 1) Was this person a doctor or nurse?
If so, check if they have ever been on the list of registered professionals. Check if they got struck off for incompetence, or resigned before they could be struck off. Check they have ID and so are probably who they claim to be and not some fanticist who fancies play acting as a doctor, check where they live and where they can travel to. Pass details to appropriate HR trust (ie, county sized NHS tranchisee) for deployment wherever they are needed the most.
And yes, Capita is well, Crapita. But do you really want a 3 month bidding process for the best supplier now? Just get the retired staff vetted to the minimum extent required and get them back on the frontline and worry about the bills later because most people are going to be a lot more accepting of the government overpaying for a service now than mourning family members avoidably lost because the contract for doing the vetting process took 3 months to award and was then challanged in court 4 times and not awarded until after the 6 months after crisis was actually over.

@Hans 1, just how would anyone get 'simply drafted'? Some retirees will have died or moved onto other addresses, lost their skill or interest. Who would do the drafting, Oh I know we could use nurses and doctors from the NHS as they would know the back ground of those they were trying to draft back in so no need for any messy vetting. These people are retired, they get their pensions, pay their taxes, including COUNCIL TAX, gov knows EXACTLY who they are, where they live, how much pension they get, why, and what they did ... please ... we do not need to pay a bunch of leeches to contact a list of people our government provide them with.

Unfortunately the old NHS payrolls and ID checks were under the control of [cue drum roll] yes - you guessed it! Capita. Now they are controlled by someone a lot worse: Sopra Steria
As you are probably aware from the diagnosis letters fiasco, where Capita just threw all the letters to cancer patients etc. into a warehouse and left them to rot, Capita are possibly not very good at maintaining records. Also they get to charge HMG quite a lot of money per DBS criminal record check.
Oh, and a DBS check takes about 30 minutes. Not several days.

DBS checks take a avariable amount of time, depending on the level of check and the amount going through the process, doctors and nurses, especially for ITU need enhanced checks against both vulnerable adults and children.
Crapita used to run CRB checks, and lost the contract, so they have form at knacking this up.
All the big outsourcers are as bad as each other, but the advantage they have is a big recruitment organisation and a rapidly flexible workforce, that can ramp this up quickly, Ideally, this should have been run in-house, but the volume and fragmentation of recruitment and need, make the added capacity dificult to manage, so an outsourcer is the only option.
Knowing Capita, they have undercut everyone, but it will take longer and cost more in the long run.

...before we find out, which will also expose a "cover up", that Crapita fucked up, and signed off on a medic as legit and not at all struck off.
Sadly, I fear, that won't happen until we discover that medic also killed a few people in their return to front line.
Hopefully it doesn't come to that, hopefully someone else spots it before they get a chance to do any damage.
Craptia are looking for praise but all they really give a shit about is looking like they are doing something so they can win loads of government contracts when this is all over because "Crapita where helpful nice chaps and chapesses."

Jeremy Hunt took over responsibility for the NHS in 2012. By the time he left the post 6 years later, patient experience and staff morale had both taken a dramatic turn for the worse across many key indicators. Winter crises deepened, with official figures showing 2017, 2018 and 2019 were successively “worst on record”. The British Medical Association (BMA) reported that by 2018 “the “winter crisis” has truly been replaced by a year-round crisis”. NHS rules say 95% of patients visiting A&E should be seen within a maximum of four hours. When Hunt took over the performance was just below target – 94.9%. Performance worsened steadily during his tenure and was 84% by the time he left, with the target having been missed every winter since 2013/4, and every single month since July 2015. That meant three times more patients waiting over four hours to be seen in A&E when Hunt left office than when he took over.

Which NHS Scotland ALREADY does (those "nice" SNP people implemented that) if they decide your "not sick enough for A&E" your instead told to any of the following (and quite often in error) Minor Injuries Unit (ALWAYS miles away and many have had their hours slashed or just plain closed), Your GP (so if its post 5pm on a Friday your stuck till Monday at least if not 4 weeks from then, or just told to sling your hook......
