Microsoft's fault
Mono was starting to gain ground in some communities. For instance, there are a number of mono / gtk apps out there. However, microsoft in their grand wisdom decided that when mono migrated to .net core it would no longer support other platforms besides the big three (win, mac, linux). many microsoft employees thought this was stupid, but it was done anyway.
Microsoft has embraced linux but not open source as a whole.
