No Change at All

The EU did not change their minds. There has been new legislation going through for ages which extended ownership to EU citizens regardless of location. This was completed earlier this year and takes effect on October 19.

If the UK had left the EU in March, this would not be in place and EU citizens in the UK would lose their domains. As that didn't happen and we are remaining in past the implementation of (this part of) the new regulations, EU citizens will be able to keep their domains. The EU didn't change their minds; the UK did.
