Appeal.
There is a possibility the fraudster could appeal and get it reduced. It's unlikely to get increased. There is a possibility the driver could get reviewed and increased as unduly lenient.

Having worked with Google ..
...trying to help the Charity sector, they were fucking useless. When one of their OWN products was having meltdown. No one could work out how to fix it.
Using existing business account.
Switched to Charity account as detailed in their own instructions.
Cannot set up as charity account as already set up as business account.
Try to create brand charity new account.
That business has already been registered. Please switch to charity account to continue. See above
Think it was in the region of 20 "support" staff and multiple teams.
Eventually they wiped absolutely everything and started again.
Guess what....it was still fucked.
In the end they just applied the charity billing to the business account.
