I don't find this surprising. I was on a project where some Oracle training was provided by Accenture people.
1. They had very limited knowledge of the product
2. They had absolutely no idea how to train a group of people
3. They were unable to speak loudly enough to be heard in a room with about a dozen people in it
It does seem that they employ and deploy people with little regard to matching skills to requirements. I suspect that in the Hertz case, the work was simply given to people who were available, without considering whether they were actually able to do the job.
