Ironically, the cost of moving from Oracle on-prem to Oracle Cloud is largely the same as moving to one of their competitor's cloud offerings. Of course, the Oracle sales team will tell you there are "synergies" between Oracle products, but in my experience this is a myth.

Data can be stored outside the EU, as long as it is held in accordance to GDPR.

This certainly isn't my experience. If you are migrating from Oracle on-prem to cloud they will give you one solution "for free" until the migration is complete - so you are not paying twice.

They actually use this in their sales pitch versus moving to one of their competitors.

No. Not unusual at all. Same as subcontracting out work to other (often more experienced) consultancies and badging them up as their own.

Then it is someone else's problem to sort out the mess left behind.

In my experience, many of those 244 will leave of their own accord, as who wants a WITCH company on your CV?

In fact, these companies bank on it, as they would rather have someone offshore than an expensive TUPEd resource.
