I think the term BORK in the context of computer fail is based on the chef's phrase. If it showed up in Microsoft four letter initializations I think it was someone's successful effort to inject a little humour in to a stuffy organisation.

It may not be that bad. I have VoIP and use an ATA (Analogue Telephone Adaptor) and it provides RJ11 jack with dial tone, which I connect to my house phone circuits.

Doesn't the Raspberry Pi use ARM64 hardware? I could see a use for this version of WSL.

This may be slightly off topic but I use a VOIP provider for all roaming call to avoid high fees from my mobile carrier. I find data rates are cheaper that mobile phone and free Wi-Fi also helps.

Buy I like the idea of an eSim for that out of town Sim.
