as far as AI are today this is unworkable idea
Imagine the situation, when you get Police kicking in your door at 10pm as you were just watching a sizzling CSI episode on TV or some gory horror movie :D
AI still have a long way to go to be able to simply correctly recognise what you are saying when making your request to them - not to mention to be able to judge whats going on at your house from context of what is heard.
Having a sort of voice "PANIC button" implemented where they call 999 on a cue might be doable.
