Not a chance, the only way Intel can develop their own GPU is to license IP either from AMD or Nvidia, Both AMD and Nvidia owns basically all of the major graphics IP right down to the fundamental building blocks. For this deal, AMD supply the whole silicon not licensing their IP, so Intel hired RAJA to write software that is programmable to AMD GPU for Intel, because Raja knows everything about vega, besides raja signed a non-disclosure agreement when he left. Even if Intel knows everything about AMD graphics chip, they can't make one simple due to patents.
