Re: "Good with money"?
You really think that is true, and not them simply giving you the civil service equivalent of 'fuck off'?

"The first time a shop ever tries to send me anything like that, not only will it be challenged by every ounce of my being in every way conceivable (hey, it's a hobby of mine) but I will avoid the chain in perpetuity."
Be more imaginative.
Pop in and fill a trolley with chilled and frozen food, then change your mind about wanting it so just abandon it, so when they find it has to be thrown away.
Rinse and repeat until bored.
"Some of the sales 'platforms' don't give IP address and some don't require the user to give a physical address."
If it the service is sold through a platform is that a problem?
If the platform operator sets the general terms and conditions, or authorises payment, or handles delivery/download of the digital service, the platform is considered to be supplying the consumer, and they are responsible for accounting for the VAT payment that is charged to the consumer.
The distance selling rules relate to goods, not services. Digital downloads are services, so the thresholds for distance selling is irrelevant.
As your link says "there are no distance selling thresholds for electronic services to consumers under the new 2015 MOSS VAT rules".
