Constraint Payments

Surprised no one has mentioned the issue con constraint payments:

So far, the national grid has paid £34m this year for wind power to NOT generate electricity, for grid balancing issues. All this does is incentivise the construction of turbines in less than ideal locations as the operators get paid for not running their machinery (thus saving maintenance costs, etc.).

Well its not incorrectly phrased, it follows the exact same convention as we use in every day language.

As we observe it. it is happening right now, just the same as when I observe someone crossing the street, I say that's happening in the present. In actual fact it happened in the past, albeit a few nano seconds prior.

Its the exact same concept here, except the time factor is scaled up. For all intents and purposes that is happening right now because it is impossible for us to observe it any sooner (speed of light etc etc.)

That was probably a crap way of saying what I was trying to say, but meh.

Surely the topic of net neutrality is whether service/content providers charge the consumer differing amounts of delivery of different types of content.

Android records a history of battery charge level over the past 24hrs or so, and is easily accessible from the battery usage tab. From this it would be pretty obvious at what time the phone was on charge as the battery level would be increasing.
