I suspect events like this are indeed, not new. What is new is: People hear of such tragedies from around the globe in this 'information age'. Back in the day, unless it was in your own country, town etc., you probably were not made aware of it. News travels fast. Tragic news travels faster.
Bilby, maybe I'm confused, but the event which caused the transponder to stop occurred BEFORE the "goodnight" call. This would indicate that either the cockpit was not aware of the transponder's status or WAS, by the cockpit's own actions.
If the Military was aware of aircraft in its sphere of influence flying without a transponder (whether civilian or military Friend or Foe) , in the post 911 era, it would be unlikely that no aircraft would be sent to intercept once radio contact was refused.
'Phase one' scenario INHO, is quite flawed.
INMNHO, having a video feed on law enforcement personnel is a GREAT idea. Not only does it add immediacy to their ability to verify ID etc., but more importantly, in the event of dangerous action, the public is further protected from abuse and Law Enforcement (by extention, the Taxpayer) is protected from unwarranted litigation costs. Having the ability to record events in real time, uploaded on a continuous basis is a win/win for all.
