The problem with your comment is you used the Oxford English dictionary.
The Courts all use Blacks Law Dictionary, where for example "Driver" means someone who is being paid to operated the vehicle in course of work, so when you operate your vehicle to go and buy chips your not technically a "driver".
Why however we have a dictionary with English words in which have had their meanings changed is beyond my pay-grade.
What gets me about the bar in parliament is that if i drove my car after 2 pints, Mr Plod will stop me and throw the book at me, however the a-holes in parliament can get drunk at work then decide what everyone else can or cant do??
Who else thinks that mandatory breathalyzer tests should be enforced on MP's before any vote or even entering the chamber.
The main issue i have heard is the lack of accountability and legal recourse, especially when a lot of cloudy providers are based in America, what legal recourse would the average 10-100 employee business in the UK have against these companies, not to mention the further damage that has been done to the business argument by the recent PRISM revelations.
The main issue with getting into gov it supply is the ridiculous requirements to tender for the work. Whilst working at a local City Council i was unable to purchase desktop machines from a local HP VAR at £450 per box as opposed to the "preferred" council supplier who sold the SAME box's to the council at a little over £600
With the amount of money wasted in local government this move is a long time overdue!!
