Gee could this be down to the fact that the US runs it Mains at 120v @ 60Hz.

While most of Europe runs in 240v @ 50Hz?

Yep, on TV that is so, on a CRT you have magnetic deflection of the beam. so any external field that enters the tube will affect the picture. In the TV-set itself you may have inductors and transformers that that will emit a leakage field with the same frequency as the mains (and harmonics thereof). You also have other external devices with transformers that can also influence the picture. This can of course be fixed by proper screening of the CRT, but this is expensive.

So if you have the same frame-rate the same as the disturbing field you will have a static image distortion which is much less annoying than a moving one.
