For the vast majority of users (I'm talking about people like my parents and siblings who think of me as both a family member and IT support guy) putting their desktop on AWS, Google or Azure, would solve the problem, you'd be accessing your desktop via an SSL connection to neutral service.

Alternatively use a VPN, the ISP's can't throttle a VPN, they'll loose every one of the growing number of people who work from home.

There's the irony, it was the "apply security patches" bit of our security policy that resulted in having to break the "don't use personal email for work" bit of our security policy. We were missing critical security alerts from vendors because they got "lost" by O365, it seems to have a real thing against certain Cloud and DevOps tools providers. It's well worth ensuring you have a secondary email address for such things simply to get a handle on the stuff that's not getting through to your work account.

Ask a company like this why they outsource and they'll say, "we make burgers" then ask what they use IT for. Finance, HR, supplier management, contracts and legal, forecasting, advertising, coordinating deliveries, even the entry system to the office, the list goes on and on.

And who looks after that stuff that forms almost everything you do every day.... the lowest bidder.

An App, you’re only going to use it once so a webpage is fine, is anyone really going to put 20 minutes’ worth of data in via the tiny keyboard of a phone, and do that without a type-o?

Why such a massive budget and so many companies involved, you’re sending in some data, probably json, via a web page, with a couple of image files and then have something like RabbitMQ to manage message passing between DB’s and some services to scan the passport images, then send a couple of progress notifications via email or text message.

MariaDB and Postgres are available as enterprise editions with subscriptions and vendor support, an enterprise edition with a support contract is an assurance of quality.

Now there is an abundance of graduates that have been using “free” Postgres (as an example) on a Raspberry pi or an old laptop running Centos since they were in short trousers and are now leaving Uni and joining the workforce having never had access to non-free products like SAP, IT hasn't gone backwards, it's just bloaty vendors like SAP and Oracle struggle to keep up.

I work for a global company that's O365 though and through, a lot of people I work with have setup work specific google accounts and work outside the company managed system. Even Word has become so complicated it's just easier to write a doc in markdown. What O365 does have going for it is history, using Word and Excel is a default skill anyone who is bellow retirement age just has but with things like google docs that's not going to last much longer, my kids use google docs all the time and there is no reason to frighten them with the maize like MS word menu.

It's cheaper to buy a server and keep it for 3 years but all the financial hit is taken in year 1. The cloud is PAYG so your end of year expenditure is less even though you now have to pay it every year. Looks much better in the shareholders financial report, that means higher share price and higher bonuses for the people at the top.

There are plenty of jobs out there and many for a higher wage than I'm getting but would I swap my big house in the country for a small flat in London, would I swap my 45 minute commute 2 days a week and 3 days WFH for a mind numbing commute through London? If Lenovo supplied out the box Linux installs I'd bet my last Rolo they'd have compiled a Linux version of their crapware.

Any big org is going to have it's own licence deal with it's OS vendor and it's own corp image to install on a blank machine without crapware (or it's own crapware).

A Dell Inspiron 15 3000, Linux - £229, Windows £299, that's £70 difference, if it matters that much you can get a Win 10 USB drive and license from Amazon for £80-ish, buy the Linux version and install Windows yourself without the vendor supplied crapware.

Trying to tell a Windows fan to install Linux is as pointless as trying to tell a Linux fan to install Windows.
