Well... Firstly, the Westminster Bridge attacker was just an angry random. Had he been an actual ISIS soldier and probably would have been better outfitted (software and hardware).

Secondly, Yeah i may have underestimated the time taken to write an encryption implementation but they could use one of the many open source implementations that have been security checked by hundreds of people. However creating their own IM that make use of dark networks like Tor (for that additional layer of security) would not be much of a challenge for an intermediate programmer.

Do governments really believe that the terrorists are stupid? Do they think that the terrorists don't have even semi skilled programmers?

If you want to send secret messages and guarantee their security all you need to do with spend a few hours programming and you have your own instant messenger, using encryption you implemented yourself, sent though a server you control.

With all this attention on WhatsApp, Facebook and other popular instant messengers why would you use them for mission critical communication?

Costs

I don't understand why there needs to be legislation or additional costs associated with fixing this issue.

All you need to do is force the user to change the admin password the first time they log in to configure it. Coding wise, this is a minimal change and shouldn't incur much, if any, additional costs..

Reminder: IE, Edge, Outlook etc still cough up your Windows, VPN credentials to strangers

There is no mention of make encryption illegal, therefore using SSL should be fine, and can you tell the difference between HTTPS and SSTP (SSL VPN).

Massively overpriced for a small company that wants VS integration, but not "Business Features" or "Email Support". For 2 developers thats $4,000 per year. An MSDN subscription doesn't even cost that much.

Easy Solution

Phone ISPs should provide a reverse Turing Test (like a vocal CAPTCHA) on their customers lines so we can filter out these automated calls. It would probably work for a lot of non automated cold calls too.

If you want big corps to stop avoiding taxes you need to close the loopholes that allow them to do that.

However the government will not close these loopholes because most of the MPs will be taking full advantage of them to avoid tax themselves.

How about giving customers access to control their own line speed and features... that way when they accidentally unplug their modem/router they don't lose a chunk of their speed for a week or 2.
