His actions were a crime regardless of who he targeted or why.
Would everyone's position on this be the same if the target was a risky green energy company? Or perhaps a firm making life saving medical equipment?

And Verizon allows them hardware access, Microsoft gives them backdoors, Facebook, Yahoo, et.al. so many cooperative firms that the NSA needn't rely on breaking encryption, they merely gather it at the source. Almost all the major players do this type thing for their own gain and to please their government masters. Apple is hardly the Lone Ranger here...

What are Apple and Samsung supposed to do about practices inside China? What would CLW have them do? Refuse parts from them? If they did, wouldn't the abusers continue to sell to whatever business replaced Apple and Samsung?
Shouldn't CLW's focus be on the businesses actually doing wrong? Samsung and Apple cannot control what the manufacturers do. CLW should be blaring the abusers names all over the press first,call for their heads to roll...

No indication that the data scrapped was user directed in that sentence. A generic query, Microsoft scrapes and presents. They clearly choose to sample WP, even heavily so..

Why would Microsoft pull data from that source and feed into this product?

According to RFC1393, traceroute implementations are supposed to use the ICMP protocol.
The windows implementation (tracert) does use ICMP. However, by default, the Linux implementation (traceroute) uses UDP, unless you apply the “-I” option, in which case it will use ICMP.
It may be that a firewall along the route is configured to block ICMP.

Had to be 1992 or thereabouts. The school where I managed a brand spanking new computer lab full of MacLCs bought me a 300 buad modem. The connection was a bit tricky, a SLIP connection to a university which was offering connections... NCSA Mosaic was the only browser I could find. Soon Netscape Navigator came along... A lot of time exploring gopherspace and FTP...
Next thing was talking them into a 9600 modem, and finding Usenet.
At home, BBS then AOL, then Mindspring. That 14k modem sure did scream, and I thought I was in speed heaven with the 28.8 on a LCII with 6MB ram, 40 MB HD...

Not from the current administration, abuse of the Constitution is rampant there. Tapping AP reporters phones, putting the IRS to work onpolitical enemies, the bonuses to the VA managers while vets died because of cooked lists, the Benghazi lies where Americans died, trading 5 top terrorists for a deserter, it goes on...
And with each new scandal, Obama claims he just heard about it, is mad as hell and he will get to the bottom of it...
