There is no "no glasses" rule in the UK.

Part of the biometric spec is the distance between your eye. So long as your eyes are clearly visible on the photo and not obscured by frames, shadows, reflections or tint it's fine.

If you look more closely you'll find there will be small "Give Way" signs on the traffic light posts for one of the crossroads to indicate who has priority in a flashing amber situation.
