I had a similar problem on Windows 10 PC, so it may not be a Windows 7 problem.
Disabling fast startup in Power Options fixed it for me.

1. As part of the install process have a page which allows the user to bypass installation of unwanted software.
The page should itemize all of the software, each item showing a short description and proposed use, together with an unticked tick box, the ticking of which says 'please install'.
2. A user run time which allows access to the page which will allow post setup uninstalls (tick/untick would cause install/uninstall).
Is it indoors or outdoors?
If indoors, what is the shape of the room and what materials make up the walls, floor and ceiling?
Sounds recorded for transmission, or sounds transmitted, are designed for a particular environment and deviation for this expected environment will sure cause the perceived sound to deviate from the result intended by the compiler?
In fact I believe that given reasonably well designed equipment, environment could well be a greater influence than the equipment.
Apss don't have a natural way of being shut down. Right click produces no response and there are no close buttons. Apparently Microsoft feels that the apps should simply be left sleeping.
With all their files locked ...
And then what about apps that have a limited number of concurrent logins?
I guess Win8 isn't destined for the business market. I just cannot see any corporate, even Microsoft, rolling this out as it stands.
I probably should have guessed that when I saw metro. Imagine a someone capturing a 200 page document from a touch screen, or running Development Studio via a touch screen.
