Posting as I went through something rather similar - friend contacted me asking if there was a photo viewer application in Windows 10 akin to Windows Live Photos.
I was rather surprised to hear of such a request and asked why.
His response was that there was a big Windows 10 upgrade window on his Windows 7 desktop and he thought it was a mandatory requirement to move to 10.
Upon informing him that he did not need to be force-marched to Windows 10, that Windows 7 was still supported until 2020, he chose to not go through the upgrade process.
The last action required the downloading and installing of a blocker such as the GWX control panel tool.
if you're using a mobile browser for facebook and ostensibly other things, i take it you are aware of the facebook cookies that will follow you all over the web as part of your regular browsing (unless you're only browsing anonymously / privately) and even then, there are session cookies to contend with....
I have not enabled download or install updates automatically.
I also religiously clean out C:\Windows\SoftwareDistribution\Download
I have those telemetry updates uninstalled / never installed in the first place.
Yet, I still found ~2.36 GB of "windows update" after running disk cleanup as an admin.

I believe you're incorrect.
Once you have "ask to join networks" disabled, it will not automatically search for new networks (and accordingly, there will be no popup asking you to choose a newly found network)
If you have connected to a network in the past, it will connect to that automatically.
From the apple manual:
Ask to join networks: Turn on Ask to Join Networks to be prompted when a Wi-Fi network
is available. Otherwise, you must manually join a network when a previously used network
isn’t available
