100% CPU = one core
A quad core hyper threaded i7 will read up to 800%.
No problems here running Sierra, my MacBook Pro is silent as a crypt, just as it has been under all the previous OS versions.

It's not just the Surface Pro 4, the older Surface Pro and Pro 2 have power saving issues as well. Microsoft appear to have their head in the sand on this one as they've done nothing after nearly 5 months. Kind of ironic that their own software doesn't work properly on their own hardware.

It's a bloody balls up.
There was nothing wrong with the gmail system, Sky have refused to provide a proper reason other than marketing waffle about experiences or fuzzy crap about requirements.
From the FAQ :
Why has the service switched to Yahoo!?
Sky has teamed up with Yahoo! to offer Sky customers a new email service which launched on 4 April. Google is no longer able to provide Sky with an email platform that caters for our requirements. As another leading provider of email services, we’ve chosen Yahoo! to power the new Sky Yahoo! Mail.
I can only assume requirements translates as "so cheap it's nearly free".
I still can't log in using Apple Mail and IMAP. My password is apparently wrong, although it works fine via the webmail link.
Useless. I guess I'm moving everything to iCloud.
The main reason corporates avoided X40 series like a red-headed stepchild is the stupid 1.8" iPod size hard drive. Tiny capacity, slow, difficult to replace/upgrade and they didn't work in our disk imager even with the correct adaptor. Lenovo went back to 2.5" drives for the X60 and didn't look back.
Whack 2Gb RAM and a 5400rpm drive in an an X31 and it was far superior.
