Why is there a rule about male on male and female on female pat downs. Are they saying that there is a sexual element to the pat down, if not why does it matter the sex or sexual orientation of the person conducting the search?

I for one would much prefer to be patted down by a member of the opposite sex as they are more gentle and less likely to break any of my delicate parts...
