BBC Cuts - simple solution
The answer is quite simple - encrypt all the BBC channels.
The BBC can then charge £145.50 subscription to watch.
The people that want to watch can and the people that don't can't. At least let people have the choice without the threat of imprisonment.
I'm guessing they wouldn't receive £3 billion though.
