in addition to these i would add the following.

- no blocking lawful content and non-harmful devices

- no throttling

- no paid prioritization

- transparent network practices

- open up the right of way so that anyone can run physical lines to homes without having to pay $$ to ATT for usage.

- For spectrum purchases if the owner does not use that freq range in a given time owner ship reverts by to the public to be put up for purchase.

- QOS requirements for consumer connectivity.

when i was a lad back in my middle school days. We were taught that copyright and patents are government enforced monopolies, that was intended to reward the artist/inventor. Therefore it should be temporary and strike a balance between protecting the artist and the rights of the fellow citizens and society in general as music/books/movies are all representations of culture in general. The term of copyright was to be calculated as 1/4 of the average lifespan with an extension that had to be applied for by the holder. The reason for this was so future generations could take that same material and freely reinvent it to be applicable to that generation.

It was never to be used as a business model which is what we have going on now. Large media companies. That can afford armies of lobbyist, to get their dream of permanent monopoly put in place. That is why you now have lifetime of the author plus 72 yrs, with an automatic renewal. The original intent and purpose has been so obscured and distorted by these media companies. That it may be impossible to restore the balance back may take multiple generations and we are looking at losing all since of fair use.

Why not go for areas with low completion or none at all. where i live i can only get satl. internet there is no broadband otherwise. only one company ATT and they have no intention of doing fiber wanting to force all the users to their over priced "wireless" options.

You can see the disparity stays the same year after year compared to the percentage of the population it is disproportional.

i can just about guarantee the main 2 ISP's are ATT and Verision. ATT is purposely pushing people over to it's way overpriced wireless plans. And basically has not done a major broadband roll out at least in my state in probably years.

I saw the rate changes on the Exede website, it is ridiculous. I was lucky enough to sign up during a time that allowed me to get 30GB per month for $60.

Federal Goverment

having worked in for the Fed. briefly I can say that most of the IT staff is probably not as skilled as the author thinks. The way the hiring is done for the USA government is as follows:

1) internal employees

2) vet's

3) special minor groups

4) any one else out side the above 3.

The job requirements are secondary to the selection of the personnel that is hired. So if some one whom has 10 years direct experience applies for the same position as some one with 1 ( but is in group 1 thru 3), the person with 10 years experience will be pasted over. The issue with this that just like all other US companies the Fed does not do any training. So even if you have a person that has a lot of drive but little experience apply the odds of their skills increasing outside their own efforts is very low.

so you can upload music you legally own, for you own personnel usage, but cannot then download it? so using this as some sort of back to the original copies is useless then....

other than streaming to a smart phone with all the data caps involved in that what's the point....

How about splitting up all those telecom companies into more companies? Instead of allowing them to keep merging until their is only a hand full left. and you lose any competition in the market place.

Here I sit 5 miles outside the city limits of the capital of my state 'No DSL for you'. and no plans to ever provide it. But hey it is AT&T after all and they are not a monopoly,

Why just the other day my cousin was telling me that her company decided to provide her with a T1 line to her house. And low and behold, AT&T want $320.00 month for the line and $11,000 dollars for "special construction cost". She lives a couple of miles from me.

Yep, AT&T is all about customer service.
