Unless I am mistaken, Apple's OS once ran on PowerPC, so they are no strangers to supporting different CPU architectures with the same API.

You presented two possible choices here:

1) Emulate existing apps
2) Pay for recompiled apps
If the ARM user market is big enough to encourage software houses to support it, a further, more palatable option, is that you pay once and run the version compiled for the CPU you happen to be using.
Is this Iceland's response to the UK government's demands to repay their bank debts?
I smell a conspiracy... they must have got hold of some of that lost Russian fissile material and blown up the Volcano on purpose.
