Unless I am mistaken, Apple's OS once ran on PowerPC, so they are no strangers to supporting different CPU architectures with the same API.

2) Pay for recompiled apps

If the ARM user market is big enough to encourage software houses to support it, a further, more palatable option, is that you pay once and run the version compiled for the CPU you happen to be using.
