Everyone is missing the point
Everyone is missing the point. Whether or not we get a viable space engine out of this is trivial. What matters is that we have apparently broken the Law Of Conservation of Momentum by bouncing microwaves off the quantum vacuum virtual plasma (http://ntrs.nasa.gov/search.jsp?R=20140006052).
Note the words quantum and virtual and plasma in the previous paragraph. This leads me to suspect we are looking at a gamechanger here, the first inkling of a whole new branch of physics (subject to exceptional proof being provided by the scientific community as a whole).
Would any of my betters care to comment?
Google on Gmail child abuse trawl: We're NOT looking for other crimes
And if Google sells this as a service to MPAA & RIAA? (Jail As A Service)
I don't think we can see where or how far this is going to take us.
What if Google sells this as a service to the MPAA & RIAA? We will scan users emails for pirated content and report it either to them or the police...all for a modest fee of course? What if Facebook gets into the business? Do you trust them as much as Google? Call this "Jail as a Service (JAAS)".
Not to put too fine a point on it, do we trust corporations to carry out those things we screamed about when Snowden told us the government was doing them? Government versus Corporations, shouldn't both get out of the business or surveillance?

Re: There is established case law on this...
Apologies for not having the legal citation, however I worked in the 3rd party maintainer biz in California a couple of decades back (Abtech Systems) and it was a story told to all new employees (back when paper was the preferred medium of communication) about how HP tried to freeze out 3rd party maintainers, how the maintainers went to court and won big time all down the line.
This legal decision is reflected in the "HP Americas Self-Maintainer Program"

Which is the latest version of the implementation of that legal decision from 2 to 3 decades ago.
Perhaps a lawyer (or a 3rd party maintainer) with a long institutional memory has a California legal citation?
Obama says US won't scramble jets or twist arms for Snowden
Obama won't twist arms for Snowden.....suuuuure he won't!

"The Obama administration sent a thinly veiled economic threat to this South American country on Thursday when it indefinitely delayed a decision to eliminate tariffs on imports of roses worth about $250 million a year. The move created leverage over the leftist government seen as likeliest to grant National Security Agency leaker Edward Snowden political asylum that would protect him from U.S. criminal charges."
The President says one thing, then twists arms behind the scenes. I may be a Democrat, but I';m not a *dumb* Democrat!
