I would argue that the technical difficulties of digging a tunnel underneath one of Europe's biggest cities with a hundred years of existing buried sewer, electrical, water, telecoms infrastructure and half a dozen tube lines without disturbing any of the buildings above may involve slightly higher costs than running a straight railway through some farmland.
Unless any homeowner within 10miles of the route could object to absolutely anything and every beetle had to be protected.

Being able to detect phase is the critical part. Did a PhD on astronomical imaging interferometry (many years ago, when dinosaurs roamed the Earth and student grants were a thing). But without the ability to directly measure the phase of light you are limited in being able to directly reconstruct the image. The best you can do is a lot of software guesswork - see Andrea Ghez's nobel prize for the black hole image.

Arianespace, the people with the rockets, is a French company owned by Airbus and a bunch of other European defense companies.

They do great research, and presumably exist because in the 1950s IBM had to actually invent stuff to build computers - but why are they still around ?
IBM today is a legacy mainframe supplier to government contracts (especially when you have to buy domestic) and an increasingly irrelevant (with AI) offshore outsourcer of grunt work.
Surprised that the halo effect of obscure papers in Quantum computing or AFM chip assembly is worth it as publicity for a local council deciding between IBM/Fujitsu/Crapita for their next payroll system ?
