I think the justification for Shuttle was because they could.

I don't think a post-Apollo NASA could downsize to just being project managers between university built instruments and defense company built launchers, like an ESA.

Especially when they have to keep Goddard and JPL and Houston and all the other sites because they need those senators to approve funding

I've heard NASA scientists say that Apollo was in many ways the worst thing that could have happened to them.

It was a massive one-off political project with no real scientific goals that left NASA with a huge workforce, spread across dozens of politically protected sites, in need of a similarly Apollo sized next step which inevitably led to the Space Shuttle.
