Shops are rent seeking middlemen. The reason we have had to pay a markup to merchants for the last 1000years is that is was difficult to pop down to the spice islands for your pepper.
Now that it is as easy for the end user to buy from the chinese as manufacturer as it is for the retailer - we don't need the retailer taking a cut.
But you only save these costs if you have other paying customers that you are turning down. I don't know the details of Mars Rover, but unless they are paying for commercial services then cutting a small % usage of infrastructure that you own rarely saves the money it shows on the accountants spreadsheet
Operating the Rover doesn't cost much - the only direct billing is the data link and that only costs you money if you are having to build extra capacity to support newer missions that you could run now if the rover was turned off.
Most of the tiny amount is staff that you need to keep but aren't directly part of a current project, so you stick them on some project that looks safe. They will just be re-assigned (and re-budgetted) somewhere else.

Suppose you were a reviewer for Egyptian Google, could you tell the difference between a Britain First rally and a Remberance Day parade or a Scout troop? Could our algorithm?

It is just a little worrying that the world's biggest producer of GHG per person doesn't believe it and cancels any funding that provides evidence of it.
Why should China, India or Africa not ramp up their own production / person to the same level? If America can benefit from this "economic activity" why should an Indian have to miss out on a pickup truck to save the planet?
