The difference is between taking a picture, checking it matches the picture biometric on your passport and then deleting it, and taking a picture storing it alongside 350 million other pictures and then mining that for marches with bad guys.
If you have a 1M photos of bad guys, 350M photos of citizens and a 99.9% accuracy rate, how many innocent people do you shoot?
Most likely they buy some sort of complex financial contract on solar/wind power when there is over production and the price is cheap - and so claim that they purchased >100% of the annual power usage while relying on continual 24x7 grid power to actually run their business
Or do you think it will be more likely that government won't manage to build 1000 new nuclear power stations this year and hooking up these data centers to the grid will take too long and cost too much.

Their "prediction" is based on ALL the companies doing ALL that spending have to generate that much revenue.
Instead 9/10 of them will fail and the one winner will get all the revenue.
So it doesn't matter how much you spend, you are either the winner, and become the next Google, or you fail and go bust.
