Yes that makes sense. Registering europe-tours.eu for my company in London that does tours in the Eu makes equal sense, but demanding that the register-er be a Eu citizen to do it - does not.
Domains are owned by corporations, corporations do not have citizenship they have jurisdictions.

Obvious solution is to only ever identify people from birth by their public key. It is going to make children's birthday cakes a little larger to contain their 'names' and doing the register in school is going to take a while longer.

The ECHR isn't part of the Eu but being a member is a requirement of being in the Eu.
So one of the 'benefits' of leaving the Eu is that you are free to leave the ECHR (or more likely you remain in it but ignore all its rulings)
In this case it's more about cheap power, cheap land, easy planning permission and close to big population markets.
