If the plod did it they would need extra staff who could read, others who could write, some special branch to keep on eye on these two groups of groups of dangerous intellectuals, somebody to leave the database in a winebar - and an intern who knew how to upload it to an unsecured AWS folder.

In the early 2000s we sold Linux versions of our software and regularly had Microsoft VARs tell us that our customers would be sued because Linux had been "pirated" from SCO

Where to put a semiconductor fab.

You need somewhere with cheap land and an accommodating planning office - that's the West coast and the North East out of the question.

You need somewhere where the locals and politicians aren't too insane - that's Texas and Florida out.

You need a small number of very scarce and expensive staff, who need to live somewhere habitable - so that's the frozen north out.

Ideally somewhere that doesn't get; hurricanes, earthquakes, forest fires, ice storms or 6 months of -40C weather.
