There were probably 1000s of pages of standards
From the proportion that had to be built by veteran owned business to the font required on the tender document.
As to the details of the actual suit - how are we supposed to have standards for that, we haven't built one for like 75 years ?

Yes that would be entirely stupid.
What you do is award a contract, then there's an election and the whole thing is cancelled. Then there's a focus group/political rally (depending on party) and it's back on but with different requirements. Then there's another election coming up so the timeline is shortened. Then the contract is cancelled and new contract with different requirements is issued.
It's weird how the suit manufactures can't adapt to this. It's how we've done procurement for everything from police radios to aircraft carriers for 75 years
IIRC the CISCO backdoors were put in by the MMB who were intercepting CISCO shipments on the way to customers. Presumably because CISCO's own implementation of backdoors wouldn't work and would require the victim to login and maintain them.
The proof Oracle kit doesn't have backdoors is that they would sue you not paying the license fee for the hidden backdoor

And then there's workers. Some of these data centers will require upwards of a dozen security and maintenance staff (bringing huge rewards to the local economy). And we all know there are no skilled workers in the desolate wastelands outside the M25
It's got to be cheaper.
You don't even need professional certified protesters. Just get a bunch of resting actors / street performers and for minimum wage and a few vegan oat-milk coffees you can get a sizeable protest for a fraction of the cost
Then there's the environmental and electricity savings of not building the data center to consider.
If you really embraced the concept and paid a few permanent protesters to protest against building an airport/nuclear waste dump/massive new sports stadium, your town could save billions of $ every month

Nobody is building GW datacenters in Maine. It's a snowy wilderness that's basically Canada (come the glorious revolution) with no tech industry and is half-a-dozen equally snowy states away from any seat of power.
