
Numbers
This study seems to consider all Americans to be generic "people". There are just over 300 million Americans, nearly one third of which are children, and thus not decision-makers for purchasing broadband (at least, not generally). Of the 200 million who are left, a significant percentage, probably one third, are senior citizens who really don't care about the internet, as they have little technological literacy and like it just fine that way. That alone accounts for a big chunk of that "don't use the internet" demographic in the survey.
