I think it depends where the shops are, I have an Aldi fiver minutes walk from home, and full sized Tesco five minutes walk from the office, if I can choose which day I shop I got to the best supermarket for that item

I agree that some is self inflicted now, I am not sure how well a council saying like "we are changing how long we give an empty property discount for because of the software" would go down.

Internal processes being different is one thing, but they can actually have different public facing policies and charge for different things. What seems to rarely beade public is what bit of what the councils do is costing the money

that comment about encryption that can only be reversed by the same core intrigued me - maybe I am thinking too advanced but is anything other that XOR encryption really so symmetric that a processor bug would hit encryption and decryption "the same"

I guess it could be that there was a stream calculation was doing the same thing and feeding into an XOR with the data

I think the thing that triggers the worry is the skill shortage - we don't seem to be worrying as much about running out of doctors. So if we think we are failing to find enough people widening the pool who have the skills you are choosing from is one possible solution.

The main use case I know of is when following instructions to run a specific app when there are multiple apps with similar names. it is useful to be able to see the instructions and the start menu at the same time.

I think there are times when I should be allowed to interact with a web site without being required to register with it first. (and some of those times I should not be required to supply an email address)
