No, the lack of Bluetooth in OpenBSD is because the implementation we had was not really useful. There's not much point keeping an unmaintained non-useful thing so it was removed.
There is some desire to have a few useful bits of Bluetooth support - I could see it possibly being accepted if restricted to some key devices via kernel drivers only - probably HID, maybe serial ports - rather than a full blown implementation - generic device support via userland would be unlikely to be accepted.
