Why

...is it always unencrypted? I never see headlines with "Hard drives/CDs lost containing mountains of securely encrypted data, risk minimal."

It is EASY, any mildly competent "IT guy" that doesn't deserve to be flogged and promptly sacked knows how to encrypt sensitive data, especially if it's going to be transported/portable in any way.

The lack of encryption

in government IT continues to astound me again and again. It is genuinely not hard to implement, and considering the risks, it's easy, even, to justify some amount of funding to get it done.

Even light encryption would render most of these breaches mostly harmless, unless they fell into the hands of somebody with the right expertise and equipment.
