This http://alpha.gov.uk/ is the Alpha site
The site linked above is http://digital.cabinetoffice.gov.uk/ a completely different beast
The design is sound, and it's an alpha, not a finished, polished design.
The coding is sound, and, see above...
The content is sound, and, etc.
Wait for the Beta before you wade in too heavily...
1. there are no adds on the ICO site.
2. they may not be able to count 'visitors' but they can still count page requests and impressions
3. that was two more things...
All the tracking you need can be done by yourself, without cookies, has no-one heard of server logs?
...unless of course your business relies on targeted advertising, as noted above, the ICOs doesn't.

There was an attached .zip file containing a very official looking form
I new there was no way this was from HMRC as I probably owe them tax rather than the other way round
The action on the form posted its contents to http://mybookscity.com/images/lego.php
and there was a hidden email address firstname.lastname@example.org
I dutifully filled in the form with the details of a Mr Mike Litoris and the email address has been signed up for all sorts of unsavories...
I also reported it to phishing at HMRC.
I've got 9.10 and win 7 installed in dual boot mode on my dell laptop, no problems with the 9.10, win 7 gave me some headaches hunting down drivers for the newer hardware...
but installing any OS is not something for people to take lightly, and should not be done by the man in the street, IMHO.
