Not that big a deal...
Even if the stats are true, any organization that is using Ubuntu to a significant extent ought to be maintaining their own mirror anyhow. Why clog up your external Internet connection with multiple systems all trying to download the same updates direct from Ubuntu's servers? Set up a cron job to download them once daily (in the middle of the night when usage of the external network connection is lower), then redistribute them on demand to any systems that need them, over your internal network.
We're not even a particularly big user of Ubuntu where I work, and we do things this way.
