Whole layers of management become redundant once an organization starts delivering software on time and with good quality. Watch the test and quality organizations panic when their months of planned testing is finished in a week or two because everything works.
Been there, done that, and it didn't require agile or scrum, though these would work fine and elements of agile naturally arise when doing things smartly.
Whoa, you never delivered on time with good quality? It's not possible, right? The vast majority of managers at all levels have never experienced this kind of result.
Plan for it to be hard work, but pretty boring, and maybe not as promotion-optimizing as full-on chaos. Project management tools that work com for real world examples of how to do this. I'm retired, but still like to point to our experience.
