One sat up there is enough to allow an extension. Providing service more so.
I'm betting on just losing spectrum priority (but they are already last in line so it doesn't matter anyway)

Liquid Telecom has a cable network across Southern/Eastern Africa from coast to coast covering Tanzania, Congo, Kenya, Zimbabwe and Angola.
East West is done (no issue overbuilding though I question the financial wisdom : see Quintillion and several British altnets)

What's really missing is a North South cable and the best option is from Algeria to Niger. Since the distance that's missing from Fibre coverage from Arlit to In Guezzam by road is just short of 250km as seen in this coverage map

The idea it's just as taxpayer funded as SLS is ridiculous.
SpaceX is building HLS, not Starship for NASA.
It's fixed price, not cost plus. No guarantee of a profit (actually a guaranteed loss both Blue Origin and SpaceX)
The full amount hasn't been paid so there's no way to blow past the budget.

Personally indicating the batteries not included is enough. Free service (dish purchase required) seems to do it.

Starlink's regular 30 day offer is only available direct and is different from the description in the article. It doesn't give you a month free period. It's an offer to refund your dish and service if you don't like it after a month. You always pay for service upfront..
There's also at least 2000 free dishes in the area, at least half of them provided by SpaceX itself. You can get free WiFi there but you have to bring your phone
