It was a test flight - the very first time it had done more than fly around Europe. No passengers but lots of instrumentation.
Imagine the PR if it had to stop half way there (or back) to fix some problem.

Merely to answer the question raised - 000 is what Australians are taught to use. While 112 is (supposedly - I have never used it) available - it connects to the triple-zero network.
So 000 equals 112.
I doubt that as many as one in a thousand calls to the emergency services would be made using 112 - international travelers only.
And a cursory reading of the article doesn't mention problems with landline/VOIP calls - only mobile (which some call "cell") calls.
