e-Scooters are a missile when ridden on pavements where pedestrians are walking at around 3mph or so. e-Scooters are going at up to 18mph unless they have derestricted the scooter. Using them on the road they are slightly less visible and much more unstable than bicycles. If they were obliged to use the road equipped with third party accident insurance, a cycle helmet with affixed rear facing red LED light, and a high visibility vest then that is probably the best way to go.
