I don’t understand your reasoning

You act like everyone using Microsoft product is right up to date on the latest version (just a hint, they aren’t. literally any manufacturing or warehouse facility you go to will have a selection of PCs, running various versions.) and people using Linux are more likely to be using crusty old versions (again, no… binaries can be built against new libraries or against different flavours, and updates are safer). If we’re talking about the same hardware, you can still update and rebuild binaries further in Linux than you can in Windows, all things equal.

Considering most of the hardware and operating systems in datacentres, Microsoft, making design decisions isn’t really a driving factor for chipmakers anymore.
