Perhaps. But there are a lot of things that organizations do which are not part of their 'core competencies' (sorry for the buzzword). For these, it may be better to just purchase off the shelf products/services. But for things that differentiate you from your competitors, you may want to keep those close to home.
Storage and processing might be better purchased as commodities. But applications more closely tied to your business processes are better held close to home if it is those processes that make you stand out from the crowd.
