Yeah, but no. They demonstrably were not proactive:
...we became aware of an issue impacting our Hosted Exchange environment. We proactively powered down and disconnected the Hosted Exchange environment...
My emphasis: became. They did not proactively take action. They were 100% reactive. They responded to something that was already happening or had already happened. By very definition that is not "proactive". Suspect they're only using "proactive" because they think it sounds like they're on the ball, and because many people are too ignorant to realise it doesn't mean what they think it means.
