Sanctions are working fine -- America's problem is that they started too late and the US dept of Commerce didn't enforce them until very recently -- remember SMIC got away with $40+B in 80+ licenses until last year (1/3 of them highly "classified"). Nobody wants to build that crippled DUV based 7nm that SMIC developed.
