I would think, in this day and age, that water-intensive manufacturing would be looking at ways to recycle water rather than waste it. But even if that can't be done, Texas has no problems building desalinization plants in the Gulf of Mexico. Salt water in, fresh water and bulk salt out. Plenty of uses for sea salt, too.
