why go to a Drought area

I understand that Texas is giving many perks to build there but Texas is in a high Drought area. It does not matter what perks you receive if you cant run your Fab.

The Northeast, New York, Penn, Maryland Have many of the advantages (except for the giveaway's) and one that the south and southwest has little control over the rainfall.

Many of the rivers in those areas go from low flow to flood and according to the climate models the track is is moving to low flow > no flow. As water is a vital resource why build in such an area for such long term and high cost assets?
