You're acting like the government won't be the people buying the crypto and receiving the bailout.
The dumb people in a scam are the people who buy in thinking they can get out with someone else's money. The scammers are the people who buy in knowing that they can. If you know can bail yourself out with the taxpayers' money, then you're not one of the dumb people. You're someone who has a sucker you can sell to without them even agreeing to it.
